The second theme of E-Learning Course 4 on Strengthening the regional economic development is „Business environment“. The theme is further divided into four sessions:

– Policy context, incentives, barriers
– Challenges
– Policy recommendations: Increasing labour force participation, Increasing the quality of existing workforce, addressing skills mismatch etc.
– Best practices

This theme aims to contribute to regional policy performance in the context of business environment development in Danube region on possible solutions and emerging challenges.

Within the policy context session, HE in the context of regional economic development in the Danube region has been analyzed, as well as incentives and barriers.

Second session tackles challenges which could be found once one take into consideration what challenge business environment, brain drain, and market skills mismatching.

Within the third session it has been elaborated how to increase labour force participation and increase the quality of existing workforce.

Taking into account best practices, it is clear that the higher education system is facing many challenges, which should be adequately addressed. This answer without a clearly defined “strategic partnership with the economy” is almost impossible. From some provisions of the new law on higher education it can be concluded that the legislator has noticed a somewhat crucial problem and made the first serious step in that direction. However, the before mentioned legal provisions require deferred amendments, as well as the adoption of a number of accompanying acts, which takes time, which unfortunately we do not have.
